This is a very unusual situation, and occurs when the air is much colder than the water. In a lifetime of living by the ocean, I have seen sea smoke only once or twice. These pictures were taken at the end of Bearskin Neck on the coldest day of the year, with temperatures well below 0 degrees. I thought I would get frostbite in the few minutes it took to take a couple of shots.
